Plan International is implementing the National Consultation action with intention to consolidate frameworks for child protection in Cambodia. The activity is in Thematic Subgroup 1, funded by Global Alliance for Children, as a part of the Family Care First (FCF) initiative.
From June 20-22, 2017, a consultative meeting of the informal Technical Working Group (TWG) was organized in Siem Reap by Cambodia National Council for Children General Secretariat (CNCCGS) in cooperation with Plan International and ChildFund Cambodia through the FCF Initiative. The meeting aimed to: (1) identify a practical common approach for effectively addressing challenges facing the Child Protection System (CPS); (2) begin developing a framework for the CPS; and (3) agree on next steps to develop and achieve agreement on the proposed framework among national child protection stakeholders.
The meeting focused on priorities and parameters of the CPS, roles and responsibilities of relevant stakeholders, child protection at the community level (structures, function and services), system resource management, and requirements. All results and priorities from the discussion are useful for developing the CPS framework outlines and implementation plan. A numbers of key action points from the meeting are:
-Child Frontiers and Plan International agreed to submit a zero-draft of Cambodia national CPS framework to CNCCGS by the end of June 2017.
-Plan International/ CNCCGS is responsible for translating the document into Khmer.
-The informal TWG will organize the meeting to review and clean up the zero-draft document by mid-July.
-CNCCGS will handle the document and seek to conduct the next consultative meeting with the group by the end of July 2017.
-CNCCGS will conduct a workshop with the technical group of the National Child Protection Commission by early August 2017 (it was proposed to conduct at province).
-CNCCGS will arrange a meeting with National Child Protection Commission to seek comment and approval before the national consultation take place.
The event was attended by 34 participants with diverse backgounds from Ministry of Labour and Vocational Training (MoLVT), Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), Ministry of Justice (MoJ), Ministry of Interior (MoI), Ministry of Women’s Affairs (MoWA), Ministry of Education, Youth and Sport (MoEYS), and also including local and international organizations such as UNICEF, Friends International, ChildFund Cambodia, Global Alliance for Children, Save the Children, Hagar, Chab Dai and M'lup Russey.
