On August 15, 2017, as part of Family Care First (FCF) Thematic Sub-Group (TSG) 4, a Care for Children team from the United Kingdom and China met with H.E. Nim Thoth, Secretary of State, and Ros Sokha, Director of Child Welfare Department, Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY), to build on relationships and discuss the methodology for a baseline research activity. They also extended an invitation for relevant officials to visit a program in China. The meeting was conducted in a friendly environment and following the discussion, Care for Children submitted an official invitation letter to MoSVY and received confirmation from the Minister.
The Care for Children team included Dr Robert Glover, Executive Director (Dr. Glover participated in the original FCF co-creation workshop in March 2015), Mr Phill Gray, Head of Operations and Dr Sun Yuanjie, Country Manager in China. The meeting was also accompanied by Lord Laming, a child welfare expert and prominent member of the British Government, and other colleagues from Global Alliance for Children and USAID.
A baseline survey is being conducted on the government’s child care provisions and to study the opportunities related to showing family-based care as a positive alternative. With funding from Global Alliance for Children through TSG 4, Care for Children is working to assist and enable the transition of state provision for children from an institutional to a family-based model.
